Bamboo Railway

Cambodia’s ‘Bamboo Railway’ Goes Modern

MANILA, PHILIPPINES – Today, the Asian Development Bank (ADB) and the Royal Government of Cambodia launched a project that will restore rail traffic between Thailand and Cambodia by 2010.

The new project will rehabilitate approximately 600 kilometers of track, and reconstruct another 48 kilometers near the Thai border that was completely destroyed during wartime.

ADB is providing a $42 million concessional loan for the project from its Asian Development Fund.

“This is one of the last steps in the creation of a regional railway that will stretch from Singapore to Beijing,” said ADB President Haruhiko Kuroda at the inaugural ceremony in Sisophon, near Cambodia’s border with Thailand.

“Soon, trains will be running from Singapore to Sihanoukville,” he added.

Railway services in Cambodia are presently intermittent, and unofficial trolleys with bamboo floors operate along portions of the railway.

In addition to supporting the repair of tracks and bridges, ADB is providing technical assistance to Cambodia to restructure the railway by appointing an international railway operator to operate, maintain and invest in the railway over the next 30 years.

Investing in rail upgrade, maintenance, and better service delivery will help revitalize Cambodia’s railways, enhance internal commerce and international trade, reduce transport costs, and ease road traffic.

The railway rehabilitation project is a vital component of the Greater Mekong Subregion’s southern corridor, which links Thailand, Cambodia and Viet Nam.

Cambodia to Import Electricity from Thailand with ADB’s Help

MANILA, PHILIPPINES – The Asian Development Bank (ADB) today signed an agreement to provide a $7 million loan without government guarantee to build transmission lines to import electricity from Thailand into Cambodia, including to the tourism hub of Siem Reap, and the growing cities of Battambang and Banteay Meanchey where there have been power shortages.

The development will be a boost for the economy of northwest Cambodia, not just in tourism but also in agriculture, services and manufacturing. ADB financial assistance is being made to the (Cambodia) Power Transmission Lines Co. Ltd. (CPTL), a private Cambodian company.

ADB’s assistance will go toward the estimated $34 million total project cost. The balance of funding is being provided through equity and loans from the Export-Import Bank of Thailand, Foreign Trade Bank of Cambodia, and a wholly owned subsidiary of Gramercy Advisors/Arco Capital Management Family of Funds.

“This will give the region access to a constant supply of inexpensive and reliable electricity, which is essential for economic growth,” said Jo Yamagata, a Director with ADB’s Private Sector Operations Department. “We are pleased to have worked closely with the Export-Import Bank of Thailand, Arco Capital and Foreign Trade Bank in achieving this milestone.”

“This is a momentous occasion as we attracted a top international and local lending syndicate to support what is the first private cross-border, high-voltage transmission line project in the Mekong Region built to world-class standards,” said Ly Say Khieng, Chairman and CEO of CPTL. “The project will bring many benefits to Cambodia.”

The 115-kilovolt power lines will connect with Thailand’s national grid at the border. They will then run about 221 kilometers into Cambodia, mainly alongside National Road 5 and National Road 6 to Siem Reap and Battambang. In addition to connecting the major towns, the new lines will provide opportunities to wire rural communities along the route.

The high-voltage grid lines will be the first to be privately owned in the Greater Mekong Subregion. It is the first ADB private sector infrastructure project in Cambodia.

Northwest Cambodia, like the rest of the country, suffers from insufficient and unreliable power. There is no national grid and electricity is generated almost exclusively by small diesel plants that generate relatively high emissions. This hinders Cambodia’s ability to attract investment and promote sustainable economic activities, which are critical to reducing poverty.

Electricity in Cambodia is among the most expensive in the region because of the disaggregated and isolated small-scale systems.

Siem Reap is home to the famed Angkor Wat temples and is an important and growing tourism center. Many hotels in the area rely on their own power generators. There are similar power shortages in neighboring Battambang, an important agricultural center, and Banteay Meanchey, which supports manufacturing and trading activities.

First Program in FORTRAN Runs (1954)

Fortran is a computer language whose name is a blend of the words “formula” and “translation.” Developed in the 1950s by John Backus, its many versions are still in use today as the primary language for some of the most intensive supercomputing tasks, such as weather/climate modeling, computational chemistry, quantum chromodynamics, and simulation of automobile crash dynamics. Why is Fortran primarily used for scientific and numerical tasks? More…

Minnesota Bridge Collapse

Interstate Highway 35W (I-35W) Mississippi River bridge (sometimes called Bridge 9340), built in 1967 by the Minnesota Department of Transportation (MN/DOT), was an eight-lane, 1,900-foot (579 m) deck-arch truss bridge that carried Interstate Highway 35W across the Mississippi River in Minneapolis in the U.S. state of Minnesota. Located in Hennepin County in the Minneapolis-Saint Paul metropolitan area,[3] this north-south bridge connected the Minneapolis neighborhoods of Downtown East and Marcy-Holmes. It was Minnesota’s busiest bridge[4] with 141,000 vehicles crossing the steel arch span every day.[2]

On August 1, 2007, the entire bridge collapsed from abutment to abutment, falling into the river and onto its banks during the weekday afternoon rush hour. There were at least 79 injuries and 4 deaths, with 8 still missing.

“There are more than 10 vehicles in the river,” Fire Chief Jim Clack said, without indicating whether there were victims inside.

Four people were confirmed dead and authorities said the toll was certain to rise from the unexplained collapse of the 500-foot (150-meter) span.

“A bridge in America just shouldn’t fall down,” said Sen. Amy Klobuchar, a Minnesota Democrat.

More than 50 vehicles plunged 65 feet into the river and onto debris from Interstate 35W as the bridge collapsed in a plume of dust, smoke and screams.

More than 60 people were hurt, many suffering broken bones, head and spinal injuries.

Federal authorities quickly ruled out terrorism as a cause, but state and federal safety officials said the bridge’s inspection record did not indicate it was unsafe.

Specifically, the collapse raised questions about work being done to patch and resurface the bridge.
